A grey zone, not a permissive one
Article 301 of the Criminal Code criminalises the production, import and distribution of pornographic material. Decriminalisation bills have been debated in the Verkhovna Rada for several years without settling the position, so that article remains the baseline risk and should be treated as such. Selling sex is an administrative offence under article 181-1 of the Code of Administrative Offences, while pimping and brothel-keeping under articles 302 and 303 are criminal. The practical consequence is that the large Ukrainian cam-studio sector works for foreign platforms through foreign entities, and we structure projects the same way: the content business is not established in Ukraine even when the people are.

Payments and payouts through an EU entity
Ukrainian rails - Privat24 and Monobank acquiring, LiqPay, Fondy, WayForPay - do not serve adult, and National Bank currency controls constrain cross-border settlement in any case. Projects run on CCBill, Verotel, SegPay or Epoch through a Polish, Estonian, Czech or Cypriot entity, with crypto as a secondary rail where that is lawful for the recipient. Payouts to models and creators need the most care: contractor status, tax residence and reporting should be settled before the first payment rather than reconstructed a year later.

Ukrainian first
Under the state language law, businesses registered in Ukraine must serve a Ukrainian version by default, and even for a foreign entity a Ukrainian-first site is now the market expectation rather than a political statement. Russian remains in use by part of the audience, and English is required for the international side of any studio or creator business. We build these as separate localisations with their own copy and their own SEO, not as a toggle over a single translated text.

Architecture that survives blackouts
This is the part most studios skip. Power cuts and connectivity loss are routine, so we build for them: static-first rendering that survives a slow or intermittent connection, aggressive CDN caching so the origin can be unreachable without the site going dark, no critical dependency on a single Ukrainian data centre, an admin panel usable on mobile data, and backups held in two jurisdictions. Servers sit in the EU. Outage and air-raid patterns also affect support hours and content production, and the project plan should account for that openly instead of pretending otherwise.
