A restrictive jurisdiction, treated as one
The Obscene Publications Ordinance and the Penal Code make producing and distributing obscene material an offence, while the Brothels Ordinance and the Vagrants Ordinance criminalise brothel-keeping, procuring and soliciting. The Computer Crime Act No. 24 of 2007 and the Online Safety Act No. 9 of 2024 - which created a commission with broad powers to order removal of prohibited content - add an online enforcement layer, and the telecommunications regulator has ordered site blocking. There is no lawful route to an adult site aimed at the Sri Lankan domestic market and we do not build one. What we do build is for Sri Lanka-connected founders operating offshore into markets where the product is legal.

Local rails are closed, and so is repatriation
LankaPay, the domestic banks and the licensed payment providers will not onboard adult, and the exchange-control regime makes bringing adult-derived revenue into a Sri Lankan account a separate problem in its own right. Projects run on CCBill, Verotel, SegPay or Epoch through a foreign entity - Singapore, the UAE, Cyprus or an EU state, depending on where the founder can realistically bank - with crypto as a secondary rail. Decide the banking jurisdiction before the build: it determines the processor, and the processor determines half of the checkout design.

Languages follow the market, not the passport
For an offshore, internationally targeted project the working language is English first, plus the market languages of the audience you actually sell to - Russian, German, Spanish. Sinhala and Tamil only make sense for a non-explicit local business such as a services company or a studio's corporate presence, and if you publish them, use native writers: both scripts are routinely broken by careless font and rendering choices, which reads as amateur to local visitors immediately.

Offshore entity, offshore hosting, local footprint separated
Incorporate and host outside Sri Lanka, and geo-block Sri Lanka where the content is explicit. Any local footprint stays strictly non-explicit and separately branded from the adult product: no shared domain, no shared analytics identifiers, no cross-links in either direction. Standard practice on our side applies here as everywhere - separate domains per brand, no client references, NDA signed before the discovery call.
