Specific rules for a mature sector
Romania is the centre of gravity for European videochat, and the rules are correspondingly specific. Law 196/2003 on preventing and combating pornography requires sites with pornographic content to restrict access and regulates how such activity may be conducted on Romanian territory. Article 374 of the Criminal Code covers child pornography with severe penalties, and article 213, proxenetism, covers profiting from or facilitating another person's prostitution - that article is what separates a lawful videochat business from a criminal one. Selling sex is an administrative contravention under Law 61/1991 rather than a crime. Above all of it sit the EU DSA, coordinated by ANCOM, and the GDPR under the ANSPDCP.

Payments, and the bigger problem of tax
Romanian gateways - Netopia mobilPay, EuPlatesc, PayU Romania - and Stripe and PayPal do not serve adult. Studios and platforms use CCBill, Verotel, SegPay or Epoch. The harder issue is not acceptance but tax: ANAF has systematically pursued undeclared videochat income, including payout data obtained from foreign platforms, and the compliant structure - a company with the correct activity codes, models contracted properly, income declared - is now the norm rather than the exception. We build the payout, invoicing and reporting exports that structure needs directly into the admin panel.

Romanian first, and written by a native: the diacritics alone give away translated copy, and this audience is unusually quick to spot it. English serves the international side of any studio business, Russian and Ukrainian cover the audience or the talent pool depending on the model, Hungarian matters in Transylvania. Romanian search behaviour rewards specific city-level pages built on genuinely local copy over one national page repeated with different headings.

Hosting, DSA duties and performer records
Host in the EU. DSA hosting duties apply at any size - notice-and-action, a point of contact, statements of reasons - while the heavier online-platform obligations exempt micro and small enterprises. For any user-generated or performer content, keep identity, age and consent records in storage separated from the public platform with its own access log. The card schemes audit exactly this dataset, and their standards are stricter and enforced faster than any regulator's.
