Regulated rather than banned
Hungary regulates the sector instead of prohibiting it. Act LXXV of 1999 created the tolerance-zone framework: the activity is lawful for a registered individual holding a current medical certificate and working within municipal rules, while pimping, brothel-keeping and living on the earnings of another remain criminal offences. Websites get caught on advertising - Hungarian advertising law restricts promotion of sexual services, and the NMHH supervises media content and the protection of minors. Hungary's 2021 child-protection act, which limits minors' access to content depicting sexuality, has itself been the subject of EU proceedings, so the national rules and the EU layer are both live and both need watching.

Payments, forint and VAT
Hungarian banks, SimplePay and Barion do not accept adult merchants, and Stripe and PayPal exclude the category. CCBill, Verotel, SegPay and Epoch work. Settlement is usually in euros even though the domestic currency is the forint, so decide early whether you price in HUF and absorb the FX spread or price in EUR and lose some conversion at checkout. VAT on digital services follows the customer's location, which is why a merchant-of-record processor is simpler for a small team than a raw gateway plus quarterly one-stop-shop filings.

Hungarian first. It is a language where machine translation announces itself in the first sentence, and the local audience leaves. English covers the Budapest tourist and expat market, Russian and Ukrainian serve their segments, German matters near the western border. Hungarian SEO rewards genuinely native copy and locally structured pages far more than volume, so a small site written properly outperforms a large one translated badly.

Hosting outside Hungary, records inside the panel
Host in the EU rather than in Hungary. The legal difference is neutral but the operational one is real: EU adult-tolerant hosts have processes for this content and Hungarian providers generally do not, so an abuse complaint ends in a conversation rather than a suspension. DSA hosting duties apply regardless: notice-and-action, a point of contact, reasons for removals. Performer identity, age and consent records live in storage separated from the public site with its own access log.
